If you are asking this question because you feel like you can't sing, I have good news. Everybody can sing, but unfortunately for teenage boys, puberty can be a tough time to sing. There can be up to three years where you can only really sing 4 or 5 notes, and that's okay. As your voice gets lower and begins to settle, you will get back all the notes you were missing.
During this time, there are several good exercises you can do to build strength in your voice. Some of these may seem silly at first, but trust me, they work wonders.
1) Try making a sound like a siren on a fire engine. This exercise will enhance your upper range and help you to breath in the right place
2) Pick a note to start on and then go up and down scales smoothly (as if you were making sound effects for a roller coaster). This will help extend your range in both directions.
3) DON'T PUSH. Many teenaged boys have a tendency to push their voices at the ends of their ranges. You may want to do this so that you can hit very high or very low notes, but it may cause damage if you strain too much.
4) Try joining a choir or taking private voice lessons, since your voice will change a lot in the next few years before it truly settles. It would be beneficial to you to have someone who knows your voice and can help you to strengthen it.

Of course, you can. Your singing voice may change over the next few years but that should have no bearing on whether you can sing or not. I'm sure a lot of people told Louis Armstrong that he couldn't sing. Didn't stop him, did it?

As for exercises, look for ones that will take the strain away from the throat. The best singing comes when you "sing from your stomach".

Yes, you can sing. Exercises for range would be scales. For quality of sounds, breath with your diaphragm, not your shoulders. It might not help a lot, but when I learned to sing, I was three or four years old, and I imitated Disney. I know there aren't as many guys singing in the Disney movies, but the point is that if you try to sound like someone you think sings well, it should help you get the sound you want.
