It's one of those things that the bible contradicts itself on. There are parts of the bible that can be used to argue on either side of the issue. The OT is clearer in that there is no sense that the holy spirit is somehow obstructed by the target's beliefs. A god that can harden pharaoh's heart can certainly soften someone else's.

The problem arises in the NT because christianity is something you can elect to join as opposed to judaism which is something you are born into.
