imperfect tense:
there was=il y avait(+ singular)
there were=il y avait(+ plural)

present tense:
there is=il y a (+ singular)
there are=il y a(+ plural)

il y avait(+ plural) and it does not depend on anything. just be sure that the noun that follows is in plural
