I've noticed that when it's cloudy & not that warm outside that they are hard to catch. Is that a coincidence it does it need to be sunny and hot for them to bite?

Absolutely NOT. Blue crabs could be trapped on rainy days, sunny days, cloudy days, foggy nights, misty mornings, it doesn't matter. If there are there you'll catch them. If not, change locations. There are tons of blue claw crabs around this year, and last year was phenomenal, on Long Island's south shore back bays.

no, they are nocturnal, you can catch them at night.
