I am gonna answere this question with another question.
Would you shout at you mother, when you ask her a question?
using cap lock is a way to express something. Just like explimationtion points. When you use all caps you are shouting and shouting at someone can be insulting. alot of people will not answer all cap questions. I know I tend to bypass them. I have found you catch more flies with honey that with salt. In other words be sweet and nice when you ask a question and you will get better answers.

Also, most social norms are arbitrary, and we follow them to demonstrate to everyone else that we've picked up on the norms and we show them out of respect for ourselves and everyone else. This is especially the case when people ask us to please do something a certain way. If the behavior in question is not a big deal, we just apologize and change our behavior. It's rude and self-centered to insist on doing things our own way when there's no real reason either way.
Bill has just started a new job. He is asked to answer the phone with "good afternoon, Acme Corporation, Bill speaking." Bill insists that he's going to answer it "Hi, this is Bill, thank you for calling Acme," and maintains that his way is just as effective.
Do you read Bill as an individual who stands up for his rights? Or do you read Bill as a cocky self-centered guy who can't follow a simple direction and probably shouldn't be trusted with any decisions that are tougher than answering a phone?

It is perceived as being the equivalent of shouting and should be used sparingly for maximum effect. When someone constantly posts in all caps, one can only conclude that the person is hopelessly clueless or stupid.
The convention is not limited to the Internet. Have you ever read John Irving's "A Prayer for Owen Meany"?

It really adds bizare emotion and kind of makes you look like a nut. Look, let's say you ask someone if they have a certan item, a broom, for example, and they answer back "NO I DON'T, WHY? DO YOU NEED ONE?". In that phrase, you can see it looks like you are yelling and over your mind. But if you answer "No, I don't, Why; Do you need one?". It seems much more polite and relaxed. I hope you see a diference.

If you were in a room full of people quietly chatting and someone came in with a couple of pans and started banging on them and yelling, telling everyone to start listening to him (or her), wouldn't you consider that rude? Typing in all caps has a similar effect. It calls attention to one's self, whether such attention is deserved or not.

It just really annoys me. Its much easier to read something when its not all in capitals.
What is the point in using it?
I generally just ignore those answers.

it adds emotion to a letter. If you constantly use caps lock you would never know how the words were intended.

I agree with the others its considered rude and as a way of shouting at someone in writing.
I dont know why but I find it aggressive.

It's bold, brazen and impolite. Suffice it to say, it's best to write or type in lower case with all your i's dotted and t's crossed :-)
