if yur windows directory was deleted, you need to reinstall. The win 98 cd is not bootable, it came with a floppy. you put the floppy and cd in at the same time, reboot and it starts the install. if you don't have the floppy, you can get it here:

you aren't going to get any support for win 98 from microsoft.
I just installed win 98 on an old laptop i had laying around that i wanted to give to my grand daughter. you can't even get security updates anymore. I would suggest installing a linux distro on a machine that old but if you want to stick with 98, the bootdisk is the way to get it done.

The CD that Win98 comes on is not "bootable". You must use a Win98 floppy "boot disk". If you don't own one, go to http://www.bootdisk.com and download one. When the file is downloaded burn it to a floppy disk.

Go into the BIOS and make sure that the boot sequence is set so the the floppy or "A" drive is first and the CD drive is second, with the "O" hard drive third.

Now put the boot floppy into the "A" drive and the Win98 CD into the CD drive and and restart your machine. When the "Choice" screen comes up, choose #1.
