Probably to splash a little of each other's drink to prove no poison was used. Similarly, shaking hands started from the concept of proving you were holding no weapons. Now, it means good luck, good fortune, etc.

In addition to the spilling of wine into each other's glasses, I've also heard that by making a noise (the chime of the glassware) all 5 senses are stimulated.
By the way - back when wine wasn't always so tasty, they'd bake a chunk of bread covered with spices and sink that in the wine goblet to help mask the flavor, which is the origin of the "toast"

I think you try to get some of the other person's wine/drink to splash into your glass. I may be wrong.
