cardio is the only fat burning exercise (running, jogging, cycling, swimming, elliptical etc.) it burns fat all over your body - you cant spot reduce body fat - do it 4-6 times a week for 30-50min - preferably 45min because the first 20-30min body burns carbs and only then starts burning fat. combine it with light weight training 2-4 days a week to tone up instead of losing muscle.
if you are gona do only sit ups and crunches your belly is gona look bigger because there is gona be more muscle underneath the layer of fat - those exercises do not burn fat.

You can´t get rid of fat at a specific spot.
You should start to workout. Adding some muscle and using what you already have will increase your metabolism which in turn will enable you to drop weight fast. Just make sure you perform the exercises in a correct manner. You should train 3-5 times a week. Get someone to make a program for you, you should perhaps try a 3 day split.
Eat on a regular basis, good food from the basic food groups. You should also take some vitamins to make sure you get the vitamins and minerals you need. Also, when you are dieting don´t constantly deprive your body of calories, try restricting your food intake for 4-6 days at a time, then for the next 4-6 days you eat enough to maintain weight and then for the next 4-6 days you eat less. If you constantly deprive yourself of calories the metabolism will slow down.
Make sure you are careful about what you are doing and be patient.
Good luck.
