using plasic bags may help keep the camera dry on a rainy day, but it will not work under water. water tight enclosures, with a mechanism to operate the record/pause button sell for a lot of money, amphibico is a popular brand. expect to pay over $1000 depending on size and features. To just barely peak under the surface of calm water, you might try a an aquarium or glass mixing bowl. try first without camera to see if it leaks. because of bouyancy, you won't be able to force it very deep in the water. cameras like all electronics will be quickly ruined if exposed to more than just a splash of water.
