Children are not "sinless". Children are descended from Adam and the Bible says ALL of us are born in sin...Romans 3:23. Some of those children in Noah's time were also children of demons...Genesis 6:1-4.
God, as our Creator, has the right to judge wickedness. He knew what those children would grow up to be like. He always gives people fair warning before a judgment. If they chose to ignore it, it was their own fault. In Noah's case, there was at least 50 years while he was building the ark and preaching to people about what was to come.

No, no you're wrong about the LORD telling the people not to kill (which is really "thou shall not murder") at the time of the flood. He didn't command that for many years later to the Hebrews in the wilderness. It is good to remember that God doesn't do anything that isn't for HIS purpose. The children that you seem to be concerned for were the children of the pagans that did horrific things in the sight of God. God knows everything, the things people do and the things people will do when they grow up. The people that He did save (Noah and his family) were the only people on the earth that were blameless and therefore saved from God's wrath.
Another thing that you would do good to remember, is that God is the Almighty, have reverence and fear for even His Name!

Actually, the events in Genesis all happened before the Ten Commandments were passed down from Mount Sinai. That didn't happen until Exodus.
And no, they weren't sinless, and God warned them.

Is the state right in executing a muderer?
Why did God do this? What does it say? Something about man's violence in the earth and continually? What kind of violence? And what about the kids? Let me ask you this- with those people raping, murdering, and generally just doing whatever they pleased and to whomever they chose, were they raising decent kids, or kids who would follow in their family's and communities sinfully violent ways?
How many young criminals today have a mom or dad in prison for whatever crime, and are following in dear old mom or dad's footsteps? If the ancient Israelites had done what God commanded them and wiped out the heathens around them who only wanted to kill them, but instead chose to inter-marry and form treaties with those heathens, would Israel's ongoing problems with God ceased? I'm guessing they would have. And besides, are you charging God with a crime? Sue Him.

When you say "God of Genesis" it sounds like you're implying that there is more than one God...which if you beleive in the Holy Bible, then this is not so.
"thou shalt not kill." is referring to mankind. Those are our rules to live by. I understand what you mean though. Why tell us not to do something and then do it himself. Well he is God my dear freind and well...he has the power to do as he pleases. The flood was to learn a lesson, prove a point, and it got across don't you think?

God doesn't kill -- he executes criminals or rewards the faithful.
Just as when our justice systems legally executes a criminal they in return do not foul themselves with sin. This is justice. Not executing a person deserving to be, brings bloodguilt on the system and guilt before God.
In the same manner, God is not soiled and profaned by executing criminals -- if he didn't his justice would become meaningless.
His commands to us not to kill, and not even to avenge ourselves has the purpose of keeping us unscathed in this, to avoid involving us in evil acts. He shall avenge all notorious acts.

God he is clearly not bound by the rules that he lays down. If he was bound by his own decisions, then he could not be all-powerful since his range of behaviour would gradually decrease through the years as he made decisions.
