A common method for understanding the actual power of a cartridge is by comparing muzzle energies. The Springfield .30-06, the standard caliber for American soldiers in World War II and a popular caliber amongst American hunters, can produce muzzle energies between 2000 and 3000 foot pounds of energy. A .50 BMG round can produce between 10,000 and 13,000 foot pounds or more, depending on its powder and bullet type, as well as the rifle it was fired from. Due to the high ballistic coefficient of the bullet, the .50 BMG's trajectory also suffers less "drift" from cross-winds than smaller and lighter calibers.
Actually not much will stop a .50 BMG. It can penetrate engine blocks, brick and concrete walls, and "bullet proof" glass.

a .50 BMG can go through a 1/4 inch steel plate; 27 layers of Kevlar won't do much to stop one and even if it did, the impact would be enough to crush organs inside the human body.
Police issue vests are rated for pistol ammunition and some shotgun ammunition, but not rifle ammunition.

Because of the velocity of these rounds and the energy it imparts. Even if the bullet did NOT go through the vest, the blunt trauma of a hit to the chest could very well kill the person.
