i saw it from my friend..his mp3 only ni kilobytes(kb)

A typical MP3 uses bit rates of 128 to 256 kbits/s
The smallest you can go is probably 32 kbits/s but the quality will be very low. (but reduce the file size by a factor of 4 to 8)

So, take an MP3 and copy it to a CD in LPCM (uncompressed)
Then rip it again in MP3 using a very low bit rate.
At very low bit rates, an AAC codec will give you better quality than MP3.

When your talking about compressing a file from megabytes in size to kilobytes in size, you're talking about compressing something to one-one thousandth (1/1000) of its former size. For music files, this just isn't possible without incredible degradation in the quality of the sound. No such program exists.
