emergency room physicians are usually interns who are completing their training and are supervised by residents. The interns have some training in emergency medicine and triage (to stabilize)
If you meant emergencies such as natural or man-made disasters, the answer would be all kinds who have had undergone emergency medicine training and pretty much anyone who shows up to the hospital or has made themselves available to the emergency response team
The surgeons and specialists are usually on call based on need
