What are her conversations like? Is she flirty with you on the phone? I would just ask her out once and see how she reacts. She may not want to admit that she likes you straight off because she's afraid you don't like her. Go for it, I say. Just try starting off things casually--a movie as friends, maybe--and see what happens.

If you like her, take her calls. Arrange a place to meet where you can talk. If, at the end of an hour, you still like her, arrange another date and time and place and keep meeting her. That's dating.
