Since you asked this in grade-schooler I am naturally going to assume you are referring to chores for a child. and my opinion is that "chores" can be started at toddler and preschool levels. By all means absolutely start teaching a child about household responsibilities and that every household member should chip in. I do not believe a child should receive an allowance for chores either. It is simply things that all members of that household must do to keep the home nice for everyone. Money earned is for the unexpected and extra effort a child might put in around the home. While I am not a believer in perfectionism, I am however in support of telling a child that the job they did isn't up to par and that they need to work on it some more or do it again.

Every child should have responsibilities in the household. They should not be beyond that child's ability nor should they be oppressive. A child should not be paid for such tasks, yet there should be some consequence for not doing them. A child should have the chance to earn extra money by doing extra chores.

House chores are every-ones responsibility.
The idea is to all work together on the chores.
A family that works together, plays together, stays together.

ALL children should be doing them and by age 4 they should have their own just easy things like set the table for dinner and make their bed. Of course pick up their toys. this will give the child a sense of accomplishment and pride.

It will be a necessary evil throughout your life, so it would be wise to learn about it and practice it early on so it becomes more of a natural way of life instead of such a burden later on.
Of course it's no fun, but... it shows pride of ownership to those who come visiting.

not a big fan of it. you can clean the house but then it will only get dirty again. I quit trying to keep it spotless all the time. watching my kids do new things is more important. now i don't let it get too wild, but I also don't obsess.
