The Gimp really is the best free bitmap manipulation program. All the features are professional-grade and you can do just about everything in the Gimp that you can do in Photoshop. Unfortunately, the default Gimp interface is EXTREMELY different from Photoshop so Photoshop users have difficulty using the Gimp and vice versa. There is, however, a mod of The Gimp called GimpShop which is the Gimp, with a user interface that is very similar to Photoshop. All the features are the same, etc., but it feels more like Photoshop.
Get GimpShop at http://gimpshopdotnet.blogspot.com/. Go down to "GIMPShop Downloads:" and pick your OS.
The only way to get Photoshop for free, would be to download it and crack it, which, of course, is illegal. So don't do that.
Or, find a friend who has it and suck up to them for a while til they let you install it.

I reccomend using GIMP if you want something free. GIMP is a free photoshop-like program that allows advanced editing of pictures. Many schools use it.

there is corel paint shop pro XI it's a better system than adobe photoshop elements5.0 you can get a oem copy http://store.royaldiscount.com/ which means that it comes with out a box or instructions and is a lot cheaper

Try PhotoFiltre, free from:
Grab all the tutorials, too.
Also free, Paint.net and ArtRage2 are pretty good, too. Google for them.
