Our limited human minds can't comprehend everything about God. But I believe that the "us" is talking about the trinity of God.
In Genesis 1:2 it says "the Spirit of God was hovering over the waters" - so this could be the Holy Spirit part of the trinity, it could be just God, since God is Spirit.
Then it says GOD SPOKE. When you go to the Gospel of John (chapter 1) you will find the following verses:
"In the beginning was the Word, and the Word was with God, and the Word was God. He was with God in the beginning.
THOROUGH HIM ALL THINGS WERE MADE, without him nothing was made that has been made.In him was life, and that life was the light of men." (1-4)

In his nature and constitution, not those of his body (for God has not a body), but those of his soul. This honour indeed God has put upon the body of man, that the Word was made flesh, the Son of God was clothed with a body like ours and will shortly clothe ours with a glory like that of his. And this we may safely say, That he by whom God made the worlds, not only the great world, but man the little world, formed the human body, at the first, according to the platform he designed for himself in the fulness of time. But it is the soul, the great soul, of man, that does especially bear God’s image. The soul is a spirit, an intelligent immortal spirit, an influencing active spirit, herein resembling God, the Father of Spirits, and the soul of the world. The spirit of man is the candle of the Lord. God is 4 parts. Father of loving light, Father of Manifestation,Heart(son),and the Mother of Everything.
We as man(ADOM KADMON) possess all 4 parts within us. This is what is meant by image.
Any religion that speaks of a trinity is a Mother hating group who is bent on the death of the Mother of Everything part. This is why the earth is so full of evil. If you look again, The meaning was that we are made in the image of spirit (Gen.1-26). The Godhead(the unmanifest) spoken in Genesis was named "God". Notice how the "Lord God":Jesus (the WORDof God) had made the actual/physical beings in Gen. 2-7. Notice the name change from God to Lord God. And Later the procreation of the first "birth", the "LORD" ( Holy Spirit) was the Power (Gen. 4-1). The Holy Trinity is ONE.

Jehovah God was talking to Jesus Christ the son. not himself. Jesus is not God. Jesus Christ was the first creation. when Jesus Christ was on earth, he prayed to his Father Jehovah in the heavens. the Father Jehovah, Jesus Christ the Son and the Holy Spirit, Jehovah's Active Force. they are not the same. when Jesus was baptized, Jehovah came down like a dove and said this is my son the beloved.

In the Bible God is only ONE and we think of God in the New Testament primarily as Jesus and he is of course also the God of the Old Testament, however, Jesus talks also about the “Father” and also about the “Spirit” so they are three but the tree are one – this is why there is “us” and not “I”
