We will be arriving in 2 weeks and plan to travel up the eastern coast and through central China. Will it still be quite safe to see a lot of these areas??????

Of course it is. China is a huge country and they have been dealing with flood's for thousands of years. The major city's and tourist area's don't generally have these problems and it should not effect your trip in any way. Are you traveling by train? I generally popped around on air shuttles. Very cheap in China. but... the trains are really great with videos in some of the soft sleepers etc. You will have a great time. Brush up on a little basic Mandarin before you go. Translation problems abound and can make things very difficult. You turn the corner of a street and there is not an English letter on a street full of neon signs. Part of the fun.

Floods are localized.

Not nation wide.

It is safe and you won't be in danger

Have a great trip, I live here, have for the last year and its great. Love it.
