At this age, the other puppies should be able to handle themselves. If they are unhappy, they should yelp, growl, cower or move away.
If they jump on him, if their tails are wagging, if they bite him back, then leave them alone. They are playing. It may be rough, but the other puppies like it.
However, if they seem unhappy, if they cry, if they snarl and try to get away, then he may be a bully. IF they snarl and fight back, it may be ok to let them work it out, but if he is stronger than all th puppies and they can't defend themselves, then simply pick him up and put him in time-out for 15 seconds, all alone, all by himself.
If is very rare that you need to do this, so make sure that the other puppies are upset... make sure that it is not the case that they are having fun, but you are unhappy.
After 15 seconds, put them back. If he makes a puppy yipe again, then watch to see if he lets go or if he bites harder. If the other puppy keeps crying or yipes a second time immediately, then give the bully another time-out for 30 seconds. Pick him up quickly but gently and put him in a separate place for just 30 seconds. If he is a normal puppy this is a harsh punishment.
Put him back. Next time, try two minutes. If this doesn't work, AND if you are reading this situation correctly, then it may be time to get a little professional advice, because this is not dominance or agression, it is predatory... and that is dangerous.
However, that is very, very rare. I have never seen this behavior, only read about it ... That is why I think it may only be rough play that is more upsetting to the owner than to the puppies...

the reason the puppy bites other dogs is because a chihuahua is a very TERRITORIAL dog that is very protective of their owners.... just show your dog that the other dog is not a threat to you or him...just calmly introduce them (the pups) to each other and if he is still aggressive.. give them a little room apart and try again a little while later until he is more comfortable...
also chihuahuas usuall do the same to small children...in that case tell the child not to harass the dog in any way....
and a way to tell if they are just playing is by his body actions.... if he growling alot and showing his teeth with his tail up ...he is not playing...while if he is just "snappin" and with tail waggin then they are playin

This is play but if it is aggressive this could be a problem as the dog gets older. I would be more concerned if you have kids around the house.
You may want to talk to a trainer to have some coaching done on this little one now

At his age he is just playing. You can stop the behavior by grabbing him by the scruff everytime he does it and saying "no" firmly to him. This action mimics the mother dogs behaviour when correcting her pups. Repitition is the key here and it may take a few weeks for him to learn but you have to be consistent.

You can gauge whether he is playing by whether the other dogs seem to enjoy it. He might be playing in HIS Mind, but not theirs. In any case, if it seems aggressive, hold his muzzle in your hand, and say NO firmly.
