They are doing both. It sounds like the older cat is teaching the kitten to play fight to help it protect its self. It is also teaching the kitten that it is the mega cat and the boss. When a cat bites another on the neck, it is telling it two things (calm down and stop). Maybe the kitten is trying to over power the cat and this is the cat's way of laughing at it. Kind of like a big brother holding a younger sister's hands when she tries to hit him.

How old is the older cat? Perhaps the older gentleman does not feel up to wrestling with the kitten. Shouldn't he have the right to choose not to play? Would you like someone jumping on your back and demanding that you play with him? Every cat has his own personality just like people do. Perhaps you should give the old guy some down time and space away from the kitten.
One of our cats terrorized our new kitten years ago. I didn't know any better and thought the older cat would just get used to the kitten biting and jumping on her. The older cat dealt out justice as she thought fit. The results was our older cat got mean and moody and our kitten turned into a real timid cat who still, seventeen years later, hides from everything.

They are playing. I have two male cats. They will "sneak" attack each other or will start wrestling. Sometimes they bite near the ears and there is a little blood. This is normal. Look at how cats behave in the wild. ( especially Lions) The big cats will "play" fight also.
If your older cats gets tired of the younger one, he will push it away and let it know he's had enough. The younger one will get the message. They will fight sometimes for territory. It's ok. It is a natural social behavior of a cat.

They are playing. Sit back and watch the fun. My cats have been doing this for 11 years. They will bite and wrestle.
Cats will usually avoid each other and hiss if they are in a real fight.
You will know if it is a real fight. It will be very loud. It is not uncommon for them to vocalize in play fighting. If it gets too rough one will usually run away.
My cats play all the time and it even gets pretty rowdy.
I think it is often who can be the dominate cat but mostly its pretty equal. The cats will also groom each other and between every few licks bite too.
I find its one of my favorite past-times to watch them play fight.

I have an older cat and some little kittens. They do the same thing. My old cat seems annoyed, but she never hurts the other cat. If you see that either of the cat is getting bad cuts or anything, of course, take them away from each other. If the older cat is a girl, then she may be teachin' the little one to hunt and kill. if it's a boy, no clue

Your cats are play fighting and also establishing who is the bigger and badder of the two. My cats do this all the time, especially at 4 am, and then tear around the house knocking things over. No worries there.

They are just playing. Older cats are very tolerant of kittens.
When the older cats gets bored with it, he will let the kitten know, probably by hissing loudly or a good swipe to the head.
Kitty will get the idea and go and play with something else.

Usually the noise they make is telling the other to back off and leave well enough along. If they have been together as a pair for along time they know this. I had three at one time. Two of them would play and if you saw them you would think they hated each other and the next thing you knew they would be giving each other bath.

They're playing. When the older cat has had enough, he gets rough with the kitten then walks away. He is teaching her proper cat behavior...her mother would do the same.

Hi,
They are playing. If they are kittens the are just doing what there natural instinct tells them to do. Don't worry to much as nothing harmful will happen. If you notice something strange happen to your cat like bleeding then you will need to take action.
Good Luck
