I scanned the picture i want to paint but im getting confused with all the layers and what to do next can someone help me please.

Here's my Technique, I first create a new layer and go over the outlines of the image. Then, I create a layer between the scanned image and the outline and put my colors in there.

Could you explain your question a little more thoroughly? I'm not understanding completely. The layers and whatnot are just for different sections. Go to the last layer if you want to paint over the entire picture.

You'll find it absolutely impossible considering there's no such program. Do you mean Photoshop Elements?
