The answer is yes, the Romans did use such a weapon.

Did they use it on Christ?

Scripture tells us Christ was whipped and the weapon mentioned was a common choice, but, in my opinion Pilate was sensitive to Christ because of his wife and probably ordered a different whip. Probably one with sharp stones woven into the end, which was also very common.

Yes - the weapon is known as a cat of nine tales, and it had rocks, and glass embedded in it to tear away the flesh. There is non-biblical historical proof that this was a common sort of punishment in their time.

Thankfully as the Bible teaches by his stripes we are healed.

the whip thing was called a scourge, not a cat of nine tail, the cat of nine came later in history, it was a whip with nine strips of leather, and attached to each strap was a lead ball about the size of a musket ball. while the scourge had three strips of leather and embedded in the end of each strip, was bits of broken pottery. these were never cleaned from one use to the other and carried all sorts of disease.

It's spelled whip, and yes, they used them. The ancient Romans were very adept at torture and murder. They were a people who thought killing for sport was great fun.

each strip of leather had barbs in it that were designed to hook into the skin and rip it away as the the whip was drawn back.

Dont know... but I'd believe it if they had that & much worse implements for torture. The human race has always been exceptionally adept at thinking up new ways to hurt one-another.

It or something similar was used to torture people centuries after Christ as well.

the "whip-thing" is called a flagrum, and it's likely.
often refered to as the "cat of nine tails", as it often has nine naces attatched to a nail, hook or broken glass.
