Because she left and I forgot to get her number...I was drunk, k....but I got her license number....hey if it's illegal then I won't do it man...but I was wondering.

It is actually illegal to search a plate for this reason. It actually is stalking in a sence. However, just type in License plate search into your search enging and there are dozens of sites. here is a good one

You can't unless you're reporting an accident and filing a police report. Otherwise it's stalking. Why didn't you ask for a phone number like normal admirers instead of writing down her license plate number?

That information is not available to the public, for just the reason you stated, stalking. That is one of many reasons your private info will not be disclosed. I guess you better find some people that were at that party, see if they know her number. If she has yours, maybe she'll call you.

You generally can't do that, for what should be obvious privacy and safety reasons. Put yourself in HER shoes. She's made an escape from a drunk trying to hit on her. The next thing she knows, this drunk idiot is knocking on her door.

the only place that has that type of information would be the license bureau which stores everyones license plate's number into the main database.

It all depends on whether or not your state provides that information to the general public. It may only be available to "official" entities. ie: law enforcement, DMV, etc.
The reason is exactly for the reason you listed - stalking and other criminal purposes.
