not in California. which is a huge problem, stores around 2008 suddenly refused .22lr sales to anyone under 21 because it's a pistol AND rifle ammunition, but they said since it's both they require you to be 21. the only way around this is to find someone over 21 to buy you the ammo. luckily i turned 21 in 2009. and luckily i was buying to add to my stockpile, not buying because i needed it to shoot at the range. .22 short is uncommon, are you sure it's not .22 LR? some gun stores sells .22 short in clear plastic boxes of 100 rounds. it's made by CCI and they're about $8 per box. most gun stores do not carry 22 short. you may need to visit or call several gun shops to find it. at least .22 short/specialty ammo didn't inflate... regular .22LR is up 300% ! used to be 8.97 a brick, $79.97 a case. now it's $28 a brick, more than $250 a case... ammo costs have been skyrocketing, do what i did, buy it cheap, stack it deep. there's enough .22 ammo at my house for 26 years, it allows me to glide right over these spikes in ammo costs and wait for the prices to drop back to "normal" (under $10/brick)

Well, for now you can go ahead and buy it from them. If you would then prefer to have it registered do so. However, by law, starting July 2008 you are supposed to have the owner of the firearm go to a gun dealer and do all of the transfer of ownership papers. Then he will transfer the firearm to you. This means you have to pay extra for all of the dealers time.
Gotta love Cali!!
