Why do you think that is a rule (Section 63(c)(6)) that if you are married and file separately and one spouse elects to itemize their dections the other can not take a standard deduction?

Because otherwise one spouse could take all the deductions and the other could still take a standard deduction, even though the purpose of the standard deduction is to cover the "itemized deductions" that most people have. This would give a major advantage to married couples.

Because that's the law, pure and simple. The rationale is that you cannot get any greater benefit from deductions (itemized or standard) by filing separate returns than you would by filing a joint return.
