If a minor is arrested he is required by law to have his rights read to him immediatley. This of course includes the right to remain silent. Unlike an adult, who only has to have his rights read to him if the officer is going to ask him questions relating to a crime. (except for questions about your identification etc).
Also, a minor has the right to have a parent present during questioning as well.
My advice to everyone, is if you are arrested, you are required to identify yourself and and answer questions as to where you live etc. But, be polite and ask for an attorney BEFORE you answer any questions. Even if innocent, things can get turned around on you. ANYTHING you say can be used against you.

if anyone gets arrested they have to tell them the have to remain silent, its a procedure, to all arrest they make if they are a miner or adult. it doesn't matter as long as they do their job.

probably but I've been told that and had to answer more questions they weren't arresting me just giving me a caution
