They're two different law enforcement organizations....

Police genrally enforce all laws within cities/towns. Sheriff's departments generally enforce laws outside of city lmiits. In addition, sheriffs are responsible generally for court security, jails, evictions, etc...

It depends on the state, though...

In the US, a sheriff is an elected political position and is usually for a county. They generally are in charge of the local jails, courts, etc. The sheriff's deputies are the "police" you might see driving around in "Sheriff" cars. Within a county, there may also be a City Police Chief. The chief is not elected, but appointed, usually by the mayor or a city council. Police officers work under the Police Chief while Deputies work under the Sheriff. Generally, sheriff's are tasked with maintaining the jails and also respond as police in areas outside the city limits.

In Oklahoma we have CITY police officers, hired and paid for by the city they work for at the time.

We have COUNTY SHERIFFs who are hired by each of the 77 counties to handle ALL areas of the county that is NOT covered by a city within the county. And each county sheriff and his department has an operating agreement to work within each City, giving more manpower all the way round.

Police officers work for a city or municiapality. Sherrifs (and constables in some states) work for the county. Rangers, state highway patrolmen work for the state. The FBI, federal marshals, and secret service work for the federal government. Basically, it depends on what level of the goverment they work for, not which state they're in.

They are not. Police are local municipal employees. Sheriffs are employed by counties. Sheriffs escort prisoners, keep order at court houses, serve subpoenas. Police enforce local laws.
