I was pulled over because the cop said he thought my plates were expired. My bf was asked who he was and he gave his cousin's name cause he'd been drinking. They found out who he was and arrested him because he refused a breathalyzer, and was hesitant on most of the things he'd said. But they really had no reason to pull me over to begin with cause all my stuff was current. can they do that?

If the officer said he thought your plates were expired and wanted to check - yes, he can pull you over. Perhaps your license plate was dirty and he couldn't see the sticker. It's not as if he could smell a potential problem in your passenger seat.
If your boyfriend is on probation and not supposed to be drinking, if he lied to the police, they can arrest him. If he was violating probation - they can revoke it.

Your bf is a loser and he's going to jail. Stop trying to wriggle out of it. He was driving drunk, and hopefully he'll be locked up for a VERY long time.
