Like in the kitchen or so when she's about to touch something that could hurt her?

Yes, as long as you've established well before that you are the mommy and she is the baby, a stern "no!" should help her understand what she's about to do is something you don't want her to do.

Once you say No! you have to back it up with a reason, however only at this age. No! That's hot...dangerous what have you....

at 14 months, heck yes. babies understand basic words starting at 3-4 months old. The start mimicing sounds by 7 months old, and say basic words in the correct context by 10 months old. Most babies understand the word 'no' before their 5'th or 6'th month of life

They understand it.. but will they obey it?? THAT's the real question.

It's kinda like saying "did my husband hear me?" is not the same as "did my husband listen to me?"

And just like husbands, the more you repeat yourself to your 14 month old, the more she will understand and remember.

PS sorry guys.. I'm sure the same could be said for wives too, right?

definately, not only will she understand the sound of the word but she can also tell with the expression on your face she will put two and two together and will know that you dont want her to touch that

Maybe not the word itself, but they get a LOT from your tone of voice. If you use the stern "I mean business, don't do it!" tone of voice, as you say "NO" and stop them from whatever they're going to do that they shouldn't, they get it as "I'd better not. Mom will get mad". If you use the soothing "it's okay sweetie" tone, they'll think of it as "shyeah, right. whatever. I'm gonna do it".
