Bronx NY is fine. The zip will ensure it gets to correct address. If you know the actual area, you can put that, like throggs neck, melrose etc....
New York,NY will get the letter sent to new york county, which is Manahattan, although the correct zip would override that, hopefully...

If you're writing to complain about a physician (which it sounds like you are), address it to either the CEO (Chief Executive Officer), or the Chief of Staff (Head Physician). Employment records are not public domain and can't be accessed by anyone other than an HR employee. But you can call HR and ask if a particular physician is 'active' at the hospital, or has admitting privileges.
