He says as long as I can understand her, it's fine. But has anyone else had this issue? At what age should I start to worry? Or should I not? She had struggled with "L" as well, but not so much now.

As you say, her production of "L" is improving. That is very good for the two forms of "r", as well (the "r" in "rabbit" vs. the "r" in "bear"). All these sounds are called "glides", as they require a fluid gliding of the tongue. Some kids find them really hard to learn.
Six is pretty close to the age when she and her peers will begin to notice differences in each others' speech. If she hasn't made significant changes in the development of either "r", she should be evaluated by the school speech pathologist. It may be hard to get her into school-based therapy with only one speech sound that hasn't completely developed. There are many kids who are more in need because they have problems that are more severe.
It should be attended to before it impacts her self-esteem, though. She can be encouraged by knowing she is making the sound already when she says, "bear" (most kids can manage that one!). Remind her she can do it, too ("Look how well you learned your "L").

At 6 yrs old I would say that there is a concern. I would talk to the child's teacher at school. My kids are 5 and 7 - They learned to say these letters at school in Pre-k.

At the age of six she should be able to pronounce these letters. Try setting up an appointment with a speech therapist and let them evaluate her.

I think it's considered normal for kids to have problems with certain letters until they are about 7. Relax, here in the US you are all obsessed about getting help. Just leave the kids alone, they'll grow up fine!!

If you are worried I would consult the speech therapist at your daughter's school. You can request an evaluation and they have to evaluate her to see if she needs speech services.
