Rapid City, SD (RAP) is the cosest airport... about 30-40 miles away ...but you will probably need to stop and change planes in Denver to get there.

Look at a map. There may not be a large airport at Mt Rushmore. You may have to fly into a smaller airport and drive. Also check tickets prices into multiple nearby airports. You may fine one cheaper. Rent a car and drive. You may love the scenery.
