i was creating a really nice smiley face with thousands of details it took me for ever then the lights went off and i lost my work how can i recover it if i didnt save it

I think you had lost your file, you had to always do ctrl+S after every new input in your file atleast you had 1/2 work backup, anyways you can even buy UPS for power saving your PC Will never shutdown when power is suddenly off.

If you had a power outage, and it shut down your system, then all is lost. Set your Photoshop to do auto saves. Also, if you run a UPS (Uninterrupted Power Supply), or Battery, you will no longer have this kind of problem.
