Basic Rifle Marksmanship covers the procedures for battle-sighting the M16 and--given the correct target--M4 carbine.
As far as optical sights, I'm not sure, I got out before they were widespread.

You learn how to zero your weapon in basic or OSUT, but I didnt learn how to zero my cool optics till I got to my unit. Plus, alot of the people already familiar with rifles should already know how to zero, its basically the same thing.

In basic training and then in infantry school...you learn your weapon inside and out as it becomes your best friend. Personally, I liked the M14 a whole lot better...though they were very difficult to get as the M14 was basically a US Marine weapon.

During BCT....not having your rifled zeroed going into combat won't do you much good so it is done it basic.
