She keeps chirping and flying around in there and playing with her toys all at once! She doesn't do this when she's away from the window. Is this normal? And I can't let her out either (we had too many problems and I'm just gonna wait until I train her to go on my finger and I get a net in the house just in case).

First of all when placing a cage in your house, I suggest that at least one side of the cage is covered by a wall. I have my sun conure's cage by a corner window where one side is covered by a wall and the other is the window. The side with the window there is half covered just in case something outside startles her such as a "mysterious" person, tree, a dog, or another thing they aren't used to. If they see something like that she may be startled and can panic or as everyone else says excited. It could be dangerous if they are too excited or panicing as they could get so in a rush they fly into the side of the cage and hurt or kill themselves. The reason I covered half of the window view side of the cage is so if she is scared she can hide in a covered corner from the "enemy". All birds are different of course. For my conure, her species likes to hid in little huts and sleep in them too. It's funny when I find her screeching (which sun conures do best if you've never head them, they are SO LOUD) with her tailfeathers sticking out of her happy hut in her secure corner. She usually does that when my neighbor walks their poodle. So what I said could be a major possibility. I hope it all works out and that someday you can hold your parakeet on your hand.

Also I suggest this site if you ever need more advice and a second opinion besides the one's on yahoo answers. They are much more detailed in advice at this message board I use and all the members have parrots or know a lot about them and love them. http://www.tailfeathersnetwork.com/community/ Yahoo answers is a good place to go to, but another opinion from a parrot dedicated site is great. They have a whole section for parakeet lovers.

could she be seeing her reflection or other birds outside? if so, then she is just trying to interact. On the other hand, is there a dog or cat outside the window? *smile* "help ! dont put me here!"
My macaw loves to sit at the front screen door on her perch and watch all the other birds flying around. She talks to people walking down the street, mimics noises.
Try to look at things from the birds point of view...do you see reflections or other creatures that she might feel threatened by or other wild birds in the area of her sight?

She is telling you she LOVES being by the window. Can you leave her there for part of the day. Birds love to see the real world and maybe even some birds out there. All my birds are placed in front of windows. Hope you can adjust for her.
Do not let her out unless you are in a small room - like bathroom. Just let her dream of the out of doors.

The bird sees freedom when you put it close to the window and likes its. Yes its normal for it to do that.
