This would not completely eliminate dependence on foreign oil, but it would greatly reduce it (provided, of course, that people obeyed, which they probably won't).

A reduction -- maybe. Eliminate foreign oil? No. I guess you are too young to remember the oil embargo of the seventies. The dopes in Washington tried to save oil by reducing the speed limit to 55. The nation lost more money on wasted time and loss of production than any savings on oil costs. The public hated it, voted out the dimwits that created it and it became a national blue law two years after it was enacted. Remember -- the U.S. has more crude in ANWAR than the entire mideast has. The dopey tree huggers and democrats block every measure proposed to drill and pump it out.
Go figure....

This was tried in the 70's and 80's. It did not work then, and it will not work now!! The way to reduce the dependence on foreign oil is to increase domestic production. Dill offshore and in ANWAR. Build new refineries. We need to quit letting the tree hugging wackos stop all new exploration!

No, that would only lower our dependency on foreign oil. The only way to eliminate our dependency on foreign oil would be to find an alternative source of energy for automobiles.
