Xnview or Irfanview. These are a couple of graphics viewer/editors that have been around for a long time. both are free and work well. My preference is Xnview because it is a bit easier to set up. But both have a good array of editing tools which include "Red Eye Reduction"

There are quite a few programs that are exceptionally good for removing all forms of red eye, whether people or animals. Two questions come to mind, however. (1) How much are you willing to pay for the software (because free softwares reduce photo quality by several hundred dpi and reduce clarity over several thousand refresh points and contrast overlays) and (2) as the anatomical differences of an animal's retina are quite different from those of the human retina, do you want to keep the clarity (ie special backshine and differing contrasts of the animal's eye)? If youre going for a general software that wont cost you much, somewhere like Best Buy or Circuit City would have the best solutions, such as Kodak EasyShare software, which is good for novice alterations of photos. If youre looking for a very good software that will do everything for you and allow you to customize every detail of the photograph to your specifications, very good softwares include Arcsoft's PhotoStudio V 5.5 which is used most often in collaboration with Canon high quality digital photoshopping. Another excellent program is Adobe InDesign CS2 a combination of Adobe's old Photoshop and PageMaker programs. Both of these are offered at Best Buy and Circuit City as well, but they are considerably more expensive, at least a couple hundred dollars, but if youre looking for digital photography editing mastery, these are the programs to use. I would strongly advise not to trouble with a free software-its more trouble than its worth most of the time...
