I don't see why not - but NOT homemade toffee, only the store-bought kind. Processed and packaged food are usually ok with quarantine.

As long as it is still in its original packaging and unopened there should be no problems but I would Google "quarantine regulations New Zealand" and check.

i think it would become a bit deformed as a toffee and its taste a bit diff by the time it arrives there
