These gangsters sent fabricated visa approvals, appointemtn letter from UK Visas using their stationery. When I complained the matter to UK high commission in India, they said that they cannot enquire on this. The same way the UK visa dept also said. whom should i contact to book these culprits.

Lodge a complaint against these frauds to the local police in India first; they will forward the case to the Interpol for further investigations.

I would suggest the first thing you do is to register a complaint at the Police Station that covers the area you live.
The second best advisable step will be to contact BBC, Daily Star, Daily Mirror, Sky News, The Independent etc.
You can google the website addresses of the above and then try and get in touch online.
The 3rd best advise would be not to fall a prey to any scams of these sorts, if the offer given seems too good to be true then probably it is not a genuine one, use your instincts.

Usual thing to do is to file a police report in the town/country where the alleged fraud took place. India I presume? In this case, the UK High Commission has absolutely nothing to do with the matter.
