Surely Vista includes Windows Media Player which can play DVD's amongst other things.

Windows media player 11
Real player 10
Quick time 7
I have windows vista infact just got it yesterday so hope this helps..

Insert Flash Drive. Select the file(s) you want to export into the CD-R / DVD+RW Disk. Press the Windows Logo button on the bottom-left of the screen. Go to computer > DVD RW Drive E: > Drag and Drop into the Window.

download and install the k-lite codec pack. it's clean with no spyware like other players and i works with Vista (I have it installed on Vista Ultimate x64)
i like the full version, but the lite version will do what you want.
