YES to watch any program that is currently broadcast (including Sky, cable &c.) including "watch later" repeats. No if you only view material that is not available in UK (eg US news progs)

You do need a licence. Anything showing TV needs a licence for it, so TV's, PC's with cards, Mobiles, Internet...

If you have a tv tuner card in your pc then the answer is yes. If you are just watching programs from places like channel 4 etc then the answer is no. You only need a licence to watch BBC or have any "device capable of tuning into BBC. Itv is paid for by its adverts where as the BBB likes to charge us lots of money.
