The program you use is NOT what affexts the speed. It's the SEEDS that have the file available and their connection setup
It's the config of the router (Make sure the port is forwarded properly)
www.UTORRENT.com will let you get Utorrwnt, which is a very capable and reliably piece of software, and via it's SPEED TEST page can help you configure the router with step by step guides.
Just remember it's illegal to uses it to download copyrighted material, so stick to freeware and other LEGAL downloads, but I'm sure you will

high speed can not really be provided by any program or software.. all these are scams that should not be considered..
but to say that you can never get any kind of performance boost is wrong... the max performance boost that any software can generate WITHOUT DAMAGING THE QUALITY AND INTEGRITY OF ANY FILE is less than 2 percent..
coming to a good torrent software... u-torrent (pronounced mew-torrent) is an excellent software and by far the most used. search it on http://download.com
the new version of ARES P2P [http://aresgalaxy.sourceforge.net] also supports torrent downloads

2) Utorrent
3) bittorrent
and there are option in these to make sure that you can speed up the speed up to the max.
However you must remember that the speed is limited by your bandwidth and the bandwidth of the guys sharing the object you are downlaoding.
