I would use a comparator like the LM339. Its a 14 pin IC (integrated circuit) that sells for may be $0.60. Get it from digikey. Look up the spec sheet at NAtional Semiconductor.

Many different techniques can be used (single shot, hysteresis etc) but most people in the business just call it a scrubber.

The Schmitt Trigger: depends on the application, you can change it by changing the resistors attached to it. see sources.
