I frequently have to access files on my Windows PC over a network from my Mac. Is there a way that I can disable Mac OS X from showing Windows file extensions?

You can, just right-click on the file/s, then
Get Info, check "Hide extension"

or

select the file/s, press Command-I then check "Hide extension"

When in Finder, click Finder > Preferences > Advanced > Hide all file extensions.

No. In fact, don't delete them. If you transfer that file to a PC, it won't know what it is.
