In the following sentence, I do not get the meaning of the 2nd paragraph, could you help me understand it. please.

In the case of Mario, the injured dry cleaner, the State Workers Compensation Commission recently ordered the employer to pay his $10,000 medical bill plus four months of disability pay. His lawyer has been trying to collect the money.

"They [the employer] say they won't pay. They plead poverty," said attorney James Geraghty, to whom Mario was referred by other immigrants.

The owner of the dry cleaning business could not be reached, while a daughter working there would say only that the accident was Mario's fault.

they r plading guilty n want to get away widout paying by giving the pretext that they r not that welloff or may r on the verge of bankruptcy n the compensation demand wud completely ruin their busines...

Essentially the employer is taking the position that they will not pay the ordered compensation due to the fact that they are not financially able to do so. According to the second paragraph Mario was sent to the office of the attorney by other immigrants.

The employers say they cannot pay because they are too poor (have no money) said James Geraghtty. Other immigrants had sent Mario to James Geraghty.

Although the employer was ordered to pay, they are saying they can't because they don't have it. They're "pleading poverty" saying that the money isn't there to pay & pretty much threatening to declare bankruptcy which would wipe out the debt(except for a percentage) by wiping out the business.
