When someone says "anything" to you, and you don't have a clue how to respond, then you and he are NOT COMMUNICATING.

First -->> It's the MAN's fault for attempting to initiate an inappropriate conversation in the FIRST place.

BUT . . . You must recognize, that THAT is the way he communicates. If there is no response, then there is no dialogue, and then there can be no interraction.

Done.

Second -->> You may safely assume that a man (ao anyone) is not just interested in a VERBAL response. If he talks "dirty" to you, he is trying to find out if you are a "dirty" girl, who is capable of enjoying and communicating in a "dirty" way.

Not getting any response gets him nowhere. So perhaps talking "dirty" is not the way to go. Dont worry about it, because if he does this to enough girls, and never gets a response, he will eventually learn that he will have to go about things differently.

and THIRD -->> When someone says something you deem inappropriate, and you dont' really understand WHY. . .

Always LAUGH.

It indicates that you are above it and chose not to DIGNIFY it with a response. You are NOT obligated to. And there is NO HARM in pointing this out to people. It also shows that what they said didn't make you feel "uncomfortable".
