This is called selective color. (and this question gets asked here every day... LOL)

Try these step-by-step tutorials:

You can buy a program called Paint Shop Pro, which you can google online. I think there's Paint Shop Pro 5-9. The prices usually range from $90-200+. You could also buy Adobe Photoshop CS2, or any of those types of programs. Google those. Adobe programs usually range from $150-300+. It depends on where you buy them.

I have Paint Shop Pro 6, Paint Shop Pro 9, and Adobe CS2, and each of those programs, you have the ability to do that color effect. But when you buy the programs, you have to look for a tutorial on HOW to do it, so it's a lot more complicated then it seems.

If you don't want to buy the programs (they are quite expensive!) you CAN legally get 30-day free trials! These can be downloaded on their websites.

If you already have on of these programs, use a retouching tool, and go over the parts that you want black and white, and skip that parts that you want colored.

Ahhh, too much typing. Hope I helped! :)

The best way would be to take a black and white picture and then edit in the color with Photoshop.

i cant see the pic but i think i know what your talking about

you need a program like paint shop pro or photoshop...

anyways, you make 2 copies of the picture, one in black and white and one in color.
paste the black and white over the color (like 2 layers) and then erase over whatever you want to be in color.
the color will show through then and make it look like the whole picture is in black and white except that one thing.

You use multiple layers. The back-most (or bottom-most) layer would be color, and the top-most color would be in B&W. You would then erase from the B&W layer the portion of the picture that you wanted to appear in color.
