The only ones who can run a plate is a cop. If it was a hit and run, report the plate number to the police and they'll trace down the driver.

Why? If they hit your car or you have a claim against them, turn into your insurance company. They have the ability to run a license plate and get the registered owner info.
Otherwise contact the police in the area where the incident occurred, file a report and ask them to investigate.
If you saw some hot chick and just want her number, you're probably out of luck.

Sorry, that information is restricted to law enforcement, towing companies with actual possession of the vehicle and a need to notify the owner, and insurance companies with a claim against the vehicle.
ESPECIALLY in California, the most paranoid of the states about releasing information.
