They are actually stuck pixels IF it's an LCD and not a plasma.....

There is a piece of software that can be run that unsticks stuck pixels, but you need to find a TV shop that can get it.....
Or you can find someone with "marching black and white video" source for your TV set.....

You'll have to leave it there, and unfortunately, it may not make it unstick...

Setting the brightness to highest as Mp said was for temporary to help pixel issue,as you would have seen if you read the answer,I would go as far as to say it should have been adjusted the day it was first used.Any way the model # is important as Insignia is best buys house brand and was made by LG some were sharp I believe. You turn the brightness all the way up to try to remove the pixel issue or static Image and any pro will tell you the same. You need to perform all the proper adjustments but that's not the issue.Ill save alot of Time Go On E-How to fix an LCD burn in Google and You tube have LCD burn in pixel issues & fixes and see what they say and the hundreds of other posts and google it. AFTER, All is done as recommended by the pros for fixing your issue then calibrate your set with the proper brightness contrast color sharpness etc,Is is important to calibrate your set,YES! Use AVS Forums and ask a pro for any help so you don't get all different answers.

"Burn in" is a term for repeditive illumination of phosphor
by a stationary image

All standard TV's use a CRT and therefore have phosphor
So do Projection TV's with monochrome CRT's

And lastly is the PLASMA TV using a phosphor screen
but a higher tech method of bombarding the phosphor
dots with High Voltage electrons

An LCD TV does not use this method in any form
magnetic crystals are rotated by small electrical
currents to reduce the amount of light coming thru
the screen from a backlight source

The only ways to percieve BURN IN on an LCD
are
The screen itself has a defect in its matrix
The RAM memory holding the image data is FROZEN

LCD's have been used for years in the computer monitor application
and even though the desktop ICON start bar etc are in the same place day after day the image is never retained

as I usually say to others
"You didnt give a brand and model of your TV"
perhaps its not really an LCD TV

I have repaired many .. many LCD TV's and never once
have observed and form of "Burn IN"
considering even normal off air TV viewing causes
stationary ICONs "logos" to produce ideal conditions
for Burn IN not 1 LCD TV I have ever seen has had
this condition or any customer make this complaint.

There is one possible explanation HOWEVER I have never seen or heard of it
If some manufacturer has finally perfected RF modulation of the LAMP power supply for increased contast
the burnin could be in the LAMP face if coated as most are

Still I think if you have a TV tech look at this TV
it will either be a LCD with a display problem
or be found not to be a LCD at all but a phospor
based display

First, turn off the TV for while, so to give time the pixels to "reset". The longer you leave the TV off the better.

It would help to display an all white image for a few minutes, but it is tough if you don't have an image generator.

It may take some time, but hopefully the image retention will go away.
