I think you have to wait a year or something like that. I know this is the case at Blood Assurance where I locally donate blood.
I found this on the American Red Cross website...
Tattoo
Wait 12 months after a tattoo if the tattoo was applied in a state that does not regulate tattoo facilities. This requirement is related to concerns about hepatitis. Learn more about hepatitis and blood donation.
Acceptable if the tattoo was applied by a state-regulated entity using sterile needles and ink that is not reused. Only a few states currently regulate tattoo facilities, so most donors with tattoos must wait 12 months after tattoo application before donating blood. You should discuss your particular situation with the health historian at the time of donation.

You have to wait a year before donating blood.
As for the rules after getting a tattoo? You probably won't be able to give blood for 2 or 3 years.... I will guarantee that you'll get another tattoo between 4 and 6 months after your first one. They can almost be addictive. I've only got a half-sleeve on my left arm and I still want more after 10 years...

That depends on where you live. The general rule is one year. However, I'm from Iowa, and I was allowed to give blood there less than 12 months after getting my tattoo, as was my friend. They asked me if it had been done in Iowa, if I had seen the parlor's licenses, and if they had used one-time-use tools. When all of the answers were "yes," they let me give without a fuss. I would assume that regulations vary from state to state. Call your local Red Cross branch or other organization and see what they say.

I recently asked my red cross association (while I was giving blood) because I planned on getting a tattoo soon, and wanted to know the same thing.
They told me that so long as I get the tattoo in Tennessee (the state in which I live) that I don't have to wait a year.
It may be different for different states and orginizations.
I'd call the Red Cross to ask.

Most places have restrictions that you can't give blood for a certian amount of time after getting pierced or tattooed. I've seen 2 months, 6 months, and 1 year.
Check it out at your local blood bank.
